3.0 Guidelines
The following guidelines cover two main areas: the “mechanics”
of good Web site design and recommendations for topics to cover. Section 3.1
Web site Mechanics, will discuss technical issues such as font size, how to
effectively organize a Web site and how to use (or, more precisely, how not to
misuse) color and graphics.
Section 3.2 Topics, is a discussion on the most frequently
encountered subjects found on city and county Web sites in Minnesota and the
United States. After studying how other Web sites are constructed, these
topics were found to represent a “minimum” set of topics that a city or county
public works Web site should address in order to be effective. The list is by
no means exhaustive, but it should provide a basis for evaluating existing
sites and perhaps a starting point for new Web sites.
Some of the topics may have already been presented earlier in
this document. Since the Guidelines were designed for a number of different
audiences, those topics are worth repeating here, either to reinforce their
importance, or with the anticipation that readers with some experience with the
Web publishing cycle may have skipped earlier sections.
